Gregory Liebau

Position: TBWP Director

Gregory was appointed to the Board in September 2025.  He is a Conservation Lands Manager with River Partners.  Previsously he served in this same position with Sequoia Riverlands Trust. 

At River Partners, Gregory currently manages a portfolio of approximately  4,000 acres of fee-title conservation land in agricultural production transitioning to habitat restoration. He has oversight responsibility for  property taxes, water rights and quality reporting, lease negotiation and revenue accounting, tenant communications, and other requirements.  This includes"

•          Draft, review, and approve legal documents related to fee-title lands including liability release forms, easements, right of way contracts, lease agreements, and hunting permits.

•          Develop land acquisition projects via landowner engagement; grant writing and funder coordination; commission and review appraisals, environmental site assessment, and escrow documentation.

•          Project management for Merced Multibenefit Land Repurposing Program and San Joaquin River Reach 3 Scoping Study.

Gregory has a MA in Cultural Heritage Management from Johns Hopkins University and graduated with Honors in 2023.  He also holds a BA in History, with Cum Laude honors from San Francisco State Univeristy as well as an AS in Natural Resources, Magna Cum Laude from Reedley College.

Gregory has previously served as a member of the board of directors for the Tulare Kings Audubon Society.

He has approximately 15 years prior experience working in the agricultural sector in Tulare and Fresno counties for multiple companies in various roles, which created a deep familiarity with the regional economy and landscape.
